  • New Mexico continues to drop to last on the lists that matter, and throwing money at the problem has not yielded the promised outcomes. We require a system that ensures Checks and Balances throughout New Mexico with Accountability and Transparency!

  • A primary issue is the lack of work being done at the New Mexico State Capitol to address the needs and concerns of ALL New Mexicans. This is by design of the Legislature; as a "Volunteer" Legislature, it keeps out competition for elected officials and maintains the Lobbyists' control over policy through the incentives they provide to our State Senators and Representatives. We are the ONLY Volunteer Legislature left in the entire Nation, and our results speak for themselves. OUR Legislators will be paid by and work for New Mexicans, Over Party Or Lobby, Period!

  • A Legislative body that is "In Session" for ONLY 90 Days Over Two Years must also come to an end! New Mexicans deserve a body that solves problems ALL Year Long!

  • New Mexico has also been home to Several Corruption "Scandals" in Leadership roles across our state. These crimes must be addressed, and those responsible must be held to the highest standards and to the fullest extent of the law to ensure New Mexico has a brighter tomorrow!

  • The Recruitment and Influence of Minors for Criminal Activity has made our Juveniles targets for Gangs, Cartels, and Organized Crime. New Mexico must hold those who commit crimes accountable for their actions. We must also hold accountable those who recruit and influence our children to commit crimes.

  • Resolving Other Chronic Issues in Education, CYFD, Healthcare Access, Public Safety, Medical Malpractice, Agriculture, Housing, Economics, Water Access, and Infrastructure are ALL TOP Priorities for Governor Smith. Governor Smith will solve these issues at the State level by meeting with all who are willing to come to the table and work through the problems together as a state. No more Pitting New Mexicans against each other, or shutting out Parties and Individuals who disagree with the Governor. It will take all New Mexicans coming together to ensure a better New Mexico tomorrow!

The New Mexico Legislature Gets Paid by New Mexicans
Constitutional Amendment.

Joint Resolution 1 Draft

For Far Too Long, the New Mexico Legislature has been controlled by Lobbyists, not New Mexicans. New Mexico is the LAST "VOLUNTEER" Legislature in the Nation.

To correct this, New Mexicans will start paying salaries to the Legislators. This ensures that Legislators are working in the best interests of New Mexicans, not the Lobbyists who are currently incentivizing them, while also increasing competition for ALL Legislative Seats and holding those Accountable for their Actions and Inactions.

Being LAST in ALL Categories that matter has established the need for this Act. With current state budgets being approximately $10 BILLION Annually, the New Mexico Legislature could be paid handsomely with 1/1000th of that budget, or $10 MILLION Annually.

Setting the Salary at $85,000 annually, which can't be changed without the people of New Mexico voting to do so.

This means that Legislators cannot increase their own salaries annually by sending it to a Committee.

Going hand in hand with "The New Mexico Legislature Gets Paid by New Mexicans Constitutional Amendment," "The New Mexico Legislature Gets To Work for ALL New Mexicans Constitutional Amendment" addresses the systemic failure of having only 90 days of regular sessions every two years in New Mexico.

My plan would include THREE Regular Sessions Annually. A 50 Day Regular Session starting at 12:00 noon on the third Tuesday of January, a 30 Day Session starting at 12:00 noon on July 11th, and a 20 Day Session starting at 12:00 noon on October 1st.

Since this is a Constitutional Amendment, the People of New Mexico would also vote on it.

The New Mexico Investigative Authority (NMIA) Act.

The New Mexico Investigative Authority Act establishes the New Mexico Investigative Authority (NMIA) as an independent state agency to oversee investigations across all three branches of government, law enforcement agencies (defined as state, county, or municipal police departments, sheriff's offices, or other law-enforcing entities), and state-funded entities. Its goals include ensuring proper investigation handling, accountability for misconduct or inaction, transparency, reviewing internal affairs probes in the judiciary, executive, legislative branches, and law enforcement, and investigating complaints related to rights violations, corruption, miscarriages of justice, ethics issues, and similar matters. For each complaint, the NMIA must issue a public statement on whether to investigate and assign jurisdiction.

The NMIA is governed by a three-member tribunal, with each serving a single six-year term (staggered every two years), and the chair being the member in their final two years. 

Powers include subpoenaing witnesses/documents, conducting hearings/investigations, referring cases for prosecution, issuing reports/recommendations, imposing administrative sanctions (with due process), and adopting rules. The NMIA promotes accountability, transparency, and justice while maintaining required confidentiality.

The Recruitment and Influence of Minors for Criminal Activity Act.
A Bill Draft

The Recruitment and Influence of Minors for Criminal Activity Act is a proposed bill for the 59th Legislature of New Mexico's First Session in 2027. It enacts a new section under Chapter 30, Article 6 of the New Mexico Statutes Annotated (NMSA 1978), creating the crime of knowingly recruiting, inducing, enticing, coercing, or influencing a minor (defined as under 18 years old) to commit a criminal offense.

This offense is classified as a first-degree felony, punishable by a MANDATORY 10 OR 25-YEAR PRISON SENTENCE, overriding standard sentencing guidelines in Section 31-18-15 NMSA 1978.

The provisions supplement existing laws on crimes against children or contributing to the delinquency of a minor, and the act would take effect on July 1, 2027. This would hold those who Teach OUR Children that Crime Pays Accountable.

Governor Smith's 505 Plan for Healthcare in New Mexico.

This plan outlines a strategic expansion of medical schools in New Mexico from the current two (University of New Mexico School of Medicine in Albuquerque and Burrell College of Osteopathic Medicine in Las Cruces) to five, addressing physician and nurse shortages, particularly in underserved rural and tribal areas. The expansion includes one new medical school on the Navajo Nation and two in densely populated regions far from existing schools to ensure geographic distribution.
